Service pillar

Digital transformation an SME can actually finish.

Data, automation and tooling under the business you already run — sequenced so each step pays before the next one starts.

Partner-ledDubai-basedUAE · KSA · Europe

In short

Keel Partners runs digital transformation for UAE small and mid-sized businesses as a sequence of small, funded steps rather than a systems project: fix the data and the reporting first, automate the three workflows that consume the most hours, get e-invoicing and record-keeping ready ahead of the mandate, apply AI only where it changes a number, and close the obvious security and privacy gaps. We select and configure; we do not build software for clients.

Fit

Who this is for

The UAE is one of the most digitally advanced markets on earth at consumer level and one of the least at SME back-office level. That gap is the work.

Right fit

  • UAE and GCC SMEs between roughly 15 and 300 people running on spreadsheets and disconnected tools
  • Businesses facing the e-invoicing mandate with no idea what it requires
  • Owners who have bought software before and not got the benefit
  • Multi-site operations where each site keeps its own version of the numbers
  • Companies where one person is the only one who knows how something works

Not a fit

  • Custom software development — we do not build product for clients
  • Full ERP implementation, which is a specialist job and not ours
  • Deep-tech, frontier AI or platform ventures
  • Businesses looking for a technology strategy document rather than a working change

Problems

The problems we are usually called on

The spreadsheet is the system

The real source of truth is a workbook on one laptop, and everything else reconciles to it afterwards.

Six tools, none connected

Accounting, CRM, payroll, inventory and a WhatsApp group, with a person in the middle re-keying between them.

E-invoicing deadline approaching

A phased federal mandate is coming and most SMEs have not checked what their systems will need to produce.

AI bought before the problem was defined

A subscription nobody uses, because the thing that was slow was never the thing the tool sped up.

Key-person dependency in the tooling

One person built the automation, did not document it, and is on leave.

Security and privacy left to chance

No access control, no backups tested, and personal data handled without reference to the UAE data protection law.

Method

How we work

Six to twelve weeks per wave, and each wave has to pay for itself before the next one is scoped.

Partner-carried. The person in the first meeting is the person on the file. We do not staff a mandate we cannot cover with a partner every week.
  1. Map where the hours go

Two weeks watching the actual work. Which processes consume the most hours, where re-keying happens, and what breaks when someone is away.

  2. Fix the data layer first

One definition per metric, one source per number. Almost every failed SME technology project skipped this step.

  3. Automate the top three workflows

Chosen on hours saved and error rate, not on which tool is most interesting. Documented so the automation survives its author.

  4. Compliance readiness

E-invoicing format and service-provider requirements, corporate-tax record-keeping, and personal-data handling under the UAE PDPL.

  5. AI where it changes a number

Narrow, measured applications — document handling, first-line response drafting, data extraction. Measured against the hours they were bought to save.

  6. Security and continuity basics

Access control, multi-factor authentication, tested backups, an incident plan, and a named owner. Unglamorous and the highest-return step here.

Deliverables

What you get

Artefacts a team can run without us in the room.

  • A process and data map showing where hours and errors actually accumulate
  • A single metric dictionary: one definition, one source, one owner per number
  • Two to three automated workflows, documented and handed over
  • An e-invoicing readiness assessment against the phased UAE mandate
  • A tooling recommendation with total cost of ownership, not just licence price
  • A security and data-protection baseline with a remediation list and dates
  • A twelve-month sequence for the waves we did not do yet

Geography

UAE, KSA and Europe are not the same problem

The UAE's digital environment is a genuine advantage for SMEs, and an increasingly hard compliance floor.

Scope note — please read. Keel Partners FZE LLC advises on selection, configuration and process design under its Management Consultancies, Information Technology Network Services, Software House and AI Data Analysis activities. We do not develop bespoke software for clients, do not resell licences, and take no commission or referral fee from any vendor we recommend. Legal interpretation of the UAE Personal Data Protection Law, tax record-keeping obligations and e-invoicing compliance opinions are matters for your legal and tax advisers.

Selected work

Mandate shapes

How this work is scoped, and the experience behind it.

First wave — standard shape

Ten weeks: process and hours map, a metric dictionary, two automated workflows handed over documented, an e-invoicing readiness assessment and a security baseline. Then a written sequence for waves two and three, which you are free to run without us.

Typical mandate

Where the capability comes from

Twenty-three years of enterprise technology at Hewlett Packard and SAP Labs behind the practice, applied deliberately to traditional businesses — analytics, compliance tooling and open-source platforms under retail, healthcare and manufacturing operations rather than technology for its own sake.

FAQ

Questions buyers actually ask

Do you build software?

No. Custom software development is on our published list of work we decline. We select, configure, integrate and design process around tools that already exist — and we take no commission from any vendor, which is what makes the recommendation worth having.

Do you implement ERP?

No. We will tell you what your process needs a system to do, help you evaluate options and sit with you through selection. The implementation itself belongs with a specialist partner, and we will say plainly when a business is too small to need one at all.

What does the e-invoicing mandate actually require?

The UAE is introducing e-invoicing in phases, with businesses above AED 50 million in revenue in scope from 1 January 2027 and those below from 1 July 2027, transmitted in a structured format through accredited service providers. The practical question for most SMEs is whether their current accounting system can produce a compliant structured invoice at all, and that is answerable now.

Where does AI genuinely help an SME?

Narrow, repetitive, document-shaped work: extracting data from invoices and statements, drafting first-line responses, summarising long documents, classifying records. It helps far less with judgement, relationships and anything where being wrong is expensive. We measure it against the hours it was bought to save.

How much does a first wave cost?

A fixed fee against a defined scope after a short diagnostic, plus whatever tooling you choose to license directly. We will tell you which parts your own team can run, because adoption is better when they do.

Our team resists new systems. How do you handle that?

By starting with the process that annoys them most rather than the one that interests management most. Resistance is usually accurate information about a previous project that took work away from nobody.

Do we need to move to the cloud?

Usually you already have, in pieces, without deciding to. The useful question is not cloud or not, it is which system holds the truth for each number and who may change it.

What about our data under UAE privacy law?

The UAE Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, sets obligations around lawful basis, security measures, cross-border transfer and data-subject rights. We help you map what personal data you hold and where it goes; legal interpretation belongs with your lawyer.

How do you measure whether it worked?

Hours returned, error rate, and cycle time on the specific processes we touched — baselined before we start. If a wave does not pay, we do not scope the next one.

Can the India team do the delivery work?

Yes, and for data cleansing, documentation and configuration it is the sensible answer on cost and depth. It is named in the scope rather than hidden in a rate card.
