Treating the GCC as one market is the most expensive assumption in regional expansion. Company law, labour regimes, mandatory health cover, localisation policy and channel structures differ by country and sometimes by emirate. Which Gulf market should we enter first?

For the large majority of mid-market businesses, the UAE — speed to first invoice, customer density and corridor traffic. The exception is where your customer base is overwhelmingly Saudi government-linked, in which case the calculus changes.

Can one entity serve the whole GCC?

For some cross-border service and re-export models, partly. For anything involving local employment, regulated activity or government customers, no. The honest answer depends on what you sell and to whom.

Do employee benefits obligations follow the employee across the region?

No. Mandatory health cover is set nationally, and within the UAE it is set at emirate level. A regional workforce can sit under several regimes at once.
