Market
Saudi Arabia
The largest prize in the region, and the one most often entered a year too early.
In short
Saudi Arabia rewards sequencing. For most mid-market businesses the right order is a working UAE base first, a reference customer second, and a Saudi entity third — because the registration, localisation and government-relations clock runs in months, not weeks, and it runs whether or not you are selling. We help decide what genuinely needs Riyadh and what can be run from Dubai.
Reality check
What is different about a Saudi entry
Longer clock
Registration, licensing and government-relations steps add months that a UAE-only plan does not anticipate.
Localisation is structural
Saudisation quotas shape the org design and the hiring sequence, not just the compliance report.
Presence expectations
For work with government-linked customers, a real local presence is frequently a precondition rather than a preference.
Partner questions
A local partner is often structural rather than optional, which makes the commercial terms a first-order decision.
Relationship depth
The relationship-building period is longer and less transactional than the UAE. Budget for the travel.
What can wait
Plenty. A great deal of early Saudi commercial work is run from Dubai for the first year, and should be.
Method
How we work on Saudi entries
Decide whether it is time
An honest test against your UAE traction, cash and management bandwidth. The most valuable Saudi advice is often 'not yet'.
Scope what needs to be local
Split the plan into what genuinely requires a Saudi entity and what does not.
Structure and partner terms
If a partner is required, the commercial terms are negotiated before anyone shakes hands, not after.
Localisation-aware org design
Design the team against quota requirements from the start rather than retrofitting.
First-revenue plan
Named accounts, an approach argument for each, and a continue-or-stop test with a date on it.
FAQ
Frequently asked
Should we enter Saudi Arabia and the UAE at the same time?
Almost never. Running both cold doubles the burn and halves the attention at the moment focus matters most. The UAE first, Saudi Arabia sequenced behind a reference customer, is the pattern that works for mid-market businesses.
Can we sell into Saudi Arabia from Dubai?
For a meaningful part of the first year, often yes, depending on the customer type and what is being sold. Government-linked and regulated customers are the usual exception. Working out which category you are in is the first piece of work.
How long should we budget?
Assume the entity and registration steps run in months rather than weeks, and that relationship-building runs longer than the UAE. A Saudi plan built on UAE timelines will miss.
